Head Start Services

Cleverex Systems has performed many important contracts for the US Department of Health and Human Services, Administration for Children and Families. We have maintained a long standing relationship with the Office of Head Start (OHS). We are currently developing and maintaining the Early Childhood Learning and Knowledge Center (ECLKC) system.

Back in the mid 90's, we developed the benchmark system called Head Start Family Information System (HSFIS). This automated case management software has been used by more than 1,000 Head Start agencies to track services delivered to about 400,000 of our nation's most vulnerable children and their families annually. In 2000, we migrated the desktop-based HSFIS to an online web-based product called, Program Resources and Outcomes Management Information System (PROMIS). We have been providing technical assistance, training and support for these products. Tens of thousands of staff from Head Start programs across the nation have attended our training sessions. Additionally, we maintain a well-staffed 1-800 technical assistance help desk.

In a highly competitive procurement process, Cleverex Systems was selected by the Maryland Governor's Office for Children, (GOC) to re-engineer the state's results-oriented information system that tracks services delivered to at-risk children by the largely county-based Local Management Boards. This Maryland's new system is entirely web-based and builds on a similar but smaller system called SMART that Cleverex Systems developed for the Family League of Baltimore City.

Cleverex Systems was chosen by the ACF Grants Office to develop a new web-based software application to enhance the efficiency of the ACF discretionary grant award process. In a related effort, Cleverex Systems is participating in an important new initiative by the national Office of Head Start called the, "grants administration and financial management quality improvement initiative." The first and most important step in this initiative calls for the automation of the laws and regulations related to Head Start fiscal issues and the development of written guidance materials to help Head Start managers implement and meet those Federal requirements. We have also developed a web-based knowledge management system called, "The Head Start Fiscal Assistant," that helps local Head Start and Early Head Start programs exercise proper stewardship of Federal dollars. Using the Head Start Fiscal Assistant as their foundation, later steps in the initiative will include enhanced training, identification of best practices, and widespread information dissemination.

Through a subcontract with the American Institutes for Research (AIR), Cleverex Systems was instrumental in providing additional support services to the Office of Head Start. Under this subcontract, we provided extensive technical assistance, training, and programming support to two important applications used by the Program Operations Branch in the Head Start Bureau, namely, the Program Review Instrument and Systems Monitoring (PRISM) application and the Grant Application and Budget Instrument (GABI).
